Dis B My World

Since I like inventing names and titles for myself and others and since I've always wanted a (Cajun) French last name, I have decided to adopt me one....I am still working on which one I will adopt but I will consider that to be my last name and perhaps ask the court to even have it changed to that.....Maybe I'll take my high school French teacher's last name....I know one thing I'll never again take a surname of Spanish origin....That is out of the question.....Screw it!!! I'll have include links in order to create my online playlist.....In fact I am going back and include the file link for the over 250 songs on my weblog...If you don't like that fact then tough!! I need some sleep!!!!

The Very Merry Month of May

May means different things to different people....Mother's day is in May....The Mexicans are going to boycott on the first of May.....May first is a very important day for the occult, demonic organizations called the Illuminati, the Moriah Conquering Wind, the Olympians or what ever name floats their diabolical boats now days....It is mostly White folks (in power)--the "Blue bloods", the corporate elite, the "establishment", the shifty folks that worship the devil thanks to their pride, (arrogance) and lust and also their desire to play "God" (exceptions to the rule: Condi Rice and Clarence Thomas)...These people only respect money and power....Satan declared to Eve, "Ye shall be as gods, knowing good and evil," ...Some of them do not take the devil seriously and plenty of them get their power from the devil...But hey he can always make (bad) use of their pride, (arrogance)greed and lust and the negative (emotional energy) loosh that they create (when they go about causing pain, fear, death and destruction in the lives of individuals, states, countries, kingdoms and nations)....After, it is all these things that caused his and many other angels their downfall...President Bush has created enough negative emotional energy to feed the devil for a long time. God can't do anything (use) with fear but he can do something with anger....Anger is a great motivator...Fear is a great paralyzer....The opposite of faith is fear....You can be faithful and angry at the same time but you can't be fearful and faithful at the same time....God said that he'd rather us be cold or hot and not lukewarm....I know he can use me because I am crazy enough to do more than half the things that I say I could....

Jesus himself said that Satan is the God of this world...Jesus even called a whole group of people a "generation of vipers" and even told them that they do the works of their father Satan...."Satan was a liar, murderer and a thief from the beginning and the truth abode not in him..." Jesus said that also....My pastor always used to say "The devil has everything to offer but nothing to give..." In the end there will be a revolution (revelation) and Jesus and his angels will come and tap dance on Satan and his minions', Satan's chilren(not a typo) heads....It will be an exciting time....I am looking forward to that day....And quite frankly I can't see why anyone would want to do the Devil's work especially for temporary gain...."People go to hell by choice...." My pastor said that also...One of the first things I do when I wake up in the morning is to see where the Devil is...If he is behind me then I am doing well...If he is in front of me then I've got problems...My pastor always said "Don't let the Devil ride because soon he'll want to drive".... I don't want him in front of me leading me....And by the way you freques I know when you are around as I can sense you right now...But I also sense HIM and He is a much more powerful force....

May will also be an important month for me also...I am going on a 40 day fast which will culminate in the month of June....I need to hear from God concerning this nation....I have trouble running my own life muchless someone else's....God did ordain leaders but someone needs to tell Congress and President George W. "I'm the decider" Bush that "Good leaders should also be good followers..." Can you believe my pastor said that also?!! "Not by might nor by power but by my Spirit said the Lord..."
p.s. If you know anything about this picture then you would know that the Black lady is NOT speaking to the Governor.....She is actually speaking to a FEMA representative....I just added my two cents...(snicker)

The will of God is not a lot of rules and regulations that everybody must follow to the letter or else. God is a merciful, compassionate and just God. God is not an inflexible book of proclamations and commandments. He is understanding, long-suffering and quick to forgive.
The sin was not that Jesus’ disciples were trying to alleviate their desperate hunger by picking and eating corn on the Sabbath. The real sin was in falsely portraying God as some distant and hard-hearted ogre who neither understands nor cares about the basic needs of his people.

Jesus was never a legalist who cared more about all the rules and regulations in the Bible than he did about people. He cared more about people, and he understood that all the laws and commandments in the Bible were only given in order to help and benefit mankind. They were never intended to do harm to people by neglecting their basic needs. That’s why when given the choice between strictly following the Mosaic Law or helping other people, Jesus always chose to help, whether it was healing on the Sabbath, associating with sinners, eating with people considered ritually unclean, or allowing his disciples to pick corn on a day set aside as holy. A religion without mercy tends to do more harm than good because it replaces the merciful will of God with a hard-hearted and legalistic authority molded more in the image of greedy and ambitious men. Religious legalism is actually a form of idolatry.

Whenever people in a position of spiritual authority presume they are perfect or better than other people, there is no longer any room in their heart for mercy, only punishment. The Pharisees mistakenly presumed they were morally superior to those upon whom they were passing judgment, so they couldn’t have any real empathy for their basic needs. The point Jesus was trying to make is that mercy must always be an integral part of our laws because God is merciful, even though the Pharisees of the world are not. God understands and makes allowances for our needs, even though many legalists do not. He understands our weaknesses and is quick to forgive, even though there are religious people who have absolutely no patience with the failings and limitations of others. God understands, and He is merciful, even though many people calling themselves Christians don’t want to understand and are quick to judge and condemn. If there is one thing sorely lacking in the church today it is mercy. This is reflected not only in the church’s attitude towards lesbians and gays, but towards anyone seen as breaking the rules.

Jesus understood that his disciples were hungry, and he made allowances for the fact that they were not as self-disciplined and strong in spirit as He was. Though Jesus may have been able to go without eating for extended periods of time, he didn’t expect his disciples to be able to do everything that he could. The Bible was never intended to be used as a way for the perfect to punish sinners, because we are all sinners and we are all completely dependent upon the mercy of God.

Like many Christian legalists, the Pharisees probably would have argued that by making exceptions to the Sabbath law that were based upon individual circumstances, Jesus was preaching and practicing a form of moral relativism. But it was they who had completely failed to recognize the will of God manifested in the mercy of Jesus Christ. Judgment without mercy isn’t God’s justice - it’s a form of religious tyranny.

INFPs never seem to lose their sense of wonder. One might say they see life through rose-colored glasses. It's as though they live at the edge of a looking-glass world where mundane objects come to life, where flora and fauna take on near-human qualities.

INFP children often exhibit this in a 'Calvin and Hobbes' fashion, switching from reality to fantasy and back again. With few exceptions, it is the NF child who readily develops imaginary playmates (as with Anne of Green Gables's "bookcase girlfriend"--her own reflection) and whose stuffed animals come to life like the Velveteen Rabbit and the Skin Horse:

Their extreme depth of feeling is often hidden, even from themselves, until circumstances evoke an impassioned response:

Of course, not all of life is rosy, and INFPs are not exempt from the same disappointments and frustrations common to humanity. As INTPs tend to have a sense of failed competence, INFPs struggle with the issue of their own ethical perfection, e.g., perfo rmance of duty for the greater cause. An INFP friend describes the inner conflict as not good versus bad, but on a grand scale, Good vs. Evil. Luke Skywalker in Star Wars depicts this conflict in his struggle between the two sides of "The Force." Although the dark side must be reckoned with, the INFP believes that good ultimately triumphs.

Some INFPs have a gift for taking technical information and putting it into layman's terms. Brendan Kehoe's Zen and the Art of the Internet is one example of this "de-jargoning" talent in action.

Functional Analysis:

Introverted Feeling
INFPs live primarily in a rich inner world of introverted Feeling. Being inward-turning, the natural attraction is away from world and toward essence and ideal. This introversion of dominant Feeling, receiving its data from extraverted intuition, must be the source of the quixotic nature of these usually gentle beings. Feeling is caught in the approach- avoidance bind between concern both for people and for All Creatures Great and Small, and a psycho-magnetic repulsion from the same. The "object," be it homo sapiens or a mere representation of an organism, is valued only to the degree that the object contains some measure of the inner Essence or greater Good. Doing a good deed, for example, may provide intrinsic satisfaction which is only secondary to the greater good of striking a blow against Man's Inhumanity to Mankind.

Extraverted iNtuition
Extraverted intuition faces outward, greeting the world on behalf of Feeling. What the observer usually sees is creativity with implied good will. Intuition spawns this type's philosophical bent and strengthens pattern perception. It combines as auxiliary with introverted Feeling and gives rise to unusual skill in both character development and fluency with language--a sound basis for the development of literary facility. If INTPs aspire to word mechanics, INFPs would be verbal artists.

Introverted Sensing
Sensing is introverted and often invisible. This stealth function in the third position gives INFPs a natural inclination toward absent- mindedness and other-worldliness, however, Feeling's strong people awareness provides a balancing, mitigating effect. This introverted Sensing is somewhat categorical, a subdued version of SJ sensing. In the third position, however, it is easily overridden by the stronger functions.

Extraverted Thinking
The INFP may turn to inferior extraverted Thinking for help in focusing on externals and for closure. INFPs can even masquerade in their ESTJ business suit, but not without expending considerable energy. The inferior, problematic nature of Extraverted Thinking is its lack of context and proportion. Single impersonal facts may loom large or attain higher priority than more salient principles which are all but overlooked.

Nagin vs. Landrieu


Although I am not from New Orleans and I can't vote in the N.O. mayoral election I am putting my support in for Mitch Landrieu.... I think he has what it takes to be a great New Orleans mayor....I'm excited about Ron Forman's endorsement of Mitch Landrieu....I saw your tears dear Governor....Mitch you can rescue me any day!!!!

Katrina brought about a lot of changes to the state of Louisiana and to each and every individual in this state....I have seen too many people in pain and tears....I don't care to experience that again....My blood pressure was so high seeing my governor and my senator in such a state of pain that I actually thought I was going to pass away......That is the honest to God truth....For almost two months I actually thought I was going to die....This is no lie....One day after eating and taking my blood pressure it was so high that I didn't even bother taking it again...I just went to bed....Writing to Congress has actually lowered my blood pressure tremendously....

Thanks to Katrina I have sought Godly comfort such as I haven't done in a long time....I have been doing much praying ever since and I have been listening to gospel music...I never was a fan of gospel music back in the day because it seemed that it was too bent on hyping up emotions....Not don't get me wrong when the Spirit of God comes on you you are inclined to shout, cry and dance with joy....I just thought that many of them were overdoing it....But I like the gospel music artists that are out there now....Kirk Franklin gets much accolades from me....

I think Black people are the most hated people on the planet....What people see are a bunch of nobody's who lost mostly section eight homes and who were too stupid to leave the city before the storm hit....This is NOT true.....My boyfriend's family left town and went to relatives in Houston....His uncle stayed behind to watch over his home and property in Gentilly ( Black middle class section of New Orleans and not the infamous Ninth Ward that has been railed and assailed constantly in the news media) until the flood waters got too high that he has to flee for higher ground at the Convention center.....If anyone really cared to listen to the news it was a barge that broke loose and crashed through the levees which in turn flooded that area of New Orleans....My boyfriend's aunt has been long-time employed as a nurse at the charity hospital in New Orleans....So these are not your dregs of society as many would have you to believe....And for those who have the "phuck New Orleans" attitude....You are already cut off....Don't even think that you have a friend in me....I don't even care to associate with you at all....You will only get prayer from me!!!

Black people have has everything taken away from us.....Now they want to take Jesus from us...Jesus is the only one who brought us through 500 years of slavery....They Christianized us because they claimed that it would make us less "savage"....Now days they are telling us that we don't need Jesus anymore....As if to say "Ok...Things have leveled out so you don't need that Jesus and prayer stuff anymore...In fact no one needs that Jesus and prayer stuff anymore...We just got you into Christianity because we felt that it would keep the plantation owners safe at night....The last thing they wanted was some kind of rebellion or insurrection....The plantation owners feared slaves killing them or setting the plantations on fire as they slept...."

Like hell we don't need Jesus!!!! He is the only one that can bring you out of slavery and even a storm....Please!!!! If we had to lean on the kindness of slave owners hearts to abolish slavery then Blacks would still be in slavery even to this very day....Not by might nor by power but by my Spirit saith the Lord....Only Jesus brought Blacks through 500 years of slavery.....So don't come on my weblog and tell me NOT to pray...Don't come on my weblog and tell me NOT to talk about God, Jesus or even the devil for that matter....You will quickly get dismissed....Go back to your boring lives of crying about how your dates on the weekend are lousy and about how you can't get a woman...Do you you know that God never originally intended for humans to have sex??? Yes that is right so go and read the Bible....When God talks about being fruitful and multiplying and brining forth like kind after like kind he hadn't even made man yet!!!! Carnal knowledge is truly a great "unequalizer" if you really think about it.....Now I am not saying that God doesn't want us to have sex....But hell the damage was done in the garden of Eden and God can take all things and use them for the greater glory and to fulfill his word.....Now you see why Adam didn't have problems with Satan until Eve came into the picture....Paul in the Bible says that it was better for a man to remain single but if he couldn't then it was better for man to marry than to burn....Some of you are burning up!!!! But yet you can't even see that you are burning up....Look at your dispositions....Look at the things that you pine over....Look at what mostly consumes your thoughts!!!! I shole hope some of you get mates quickly so your damn dispositions can change.....Ain't nothing like lonely, unhappy people!!!!
I will pray that God send someone into your lives....I will pray that he sends you a companion so that your dispositions can change....Hey!!!! I'm here for you!!!! I wish that all men (and women) be happy and content....I will be in continuous prayer praying that God gives you the desire of your hearts....Instead of waiting on God's perfect timing you want to rush things...Companionship is definitely NOTHING to be rushed into....

Jesus overcame the world, the flesh and the devil....Now if Jesus had given in to sexual appetites then he couldn't have done the work of God....He was NOT sent down here to procreate...He was sent down here to die on the cross, to be resurrected from the dead, to ascend into heaven and to be seated at the right hand of God....If Jesus would have had taken a wife and had kids then he would have been instantly considered a nephalim in the eyes of God...He would have been just another fallen "being" consumed with pride and lust....There would have been no way to salvation for anyone and besides if you read the Bible there is NO salvation or grace imparted to the nephalim (and their offspring who when they died became demons) and fallen angels......They left their first estate and God instantly cut them off....So therefore humans are caught in the middle of all of this....They hate us because at one time they were one of us (part human and part angel) and that is why the Bible calls them "familiar spirits"....That is why pride and lust are sooooooo dangerous....I don't care what Dan Brown says...If you just scan through his books you see that it is part of the "Reptilian Agenda"....All of his sources (every single one of them are on this chart) point straight to the Illuminati....Freaking demons!!!! They are just getting the world ready for their greater plan by desensitizing the masses....But those jokers don't have me fooled....I guess you say that is why you can sense them watching you because they know that you are talking about them....And that is why I can feel God's anointing covering me also....So why did I see "things" at work.... Because if you recall from a previous post I said that there was two cemeteries located in the refinery's property....It is an area of energy concentration, what they call a "portal" or a "star gate".... I'm not the only one who has seen "things" there........One guy talked to a man while he went upstairs to run off copies and then thought to himself..."I locked the door so no one else could come in here."....He turned around to get another look at the man and he was gone....Not to mention one of the operators was collecting samples off a tank and saw what looked like a "little girl" on top ot the tank with her....And for that matter one of the cemeteries belongs to a family of Native American origin...Remember there is a link between black budget programs, top secret military installations and Native Americans and/or indigenous peoples....The last time "they" brought a bunch of "them" to "look" at me...I wonder if they liked what they saw.....That is truly a rhetorical question because I really don't care if they liked what they saw....I know Jesus does....What a friend WE have in Jesus.....Jesus, lover of my soul....

It is going to take much prayer to open eyes in the case of Louisiana's coastal restoration.... Only prayer can move mountains and restore the coastal areas....My advice to Louisiana is PRAY....

Wetlands restoration has been pushed to the bottom of a very long post-hurricane priority list. That may not be surprising, but it is a big mistake. The future of the region's habitability is tied to the health of its wetlands. Long before there were levees to hold back the floodwaters, there were wetlands acting as a buffer. This giant sponge can absorb the brunt of a hurricane; shrinking the sponge leaves that much more power in storms to wreak havoc.
Much of the wetlands-shrinking is due to a long line of bad decisions before the hurricane. Since the 1930's, Louisiana has lost wetlands equal to the size of Delaware. The Army Corps of Engineers built dams, levees and canals along the Mississippi River that held back or diverted much of the sediment that had naturally replenished the delta soil. Channels dug for shipping have allowed salt water to infiltrate and kill off vegetation. In effect, our tinkering starved the wetlands and barrier islands.
That makes it all the more important to seize this moment, when the whole country's attention is focused on making southern Louisiana more secure, and begin to undo the damage. The $100 million on the table now is small change for small projects. It would pay to begin diverting water back to the marshes. The corps also needs to close one of the worst canals, the Mississippi River Gulf Outlet, to navigation so it can carry fresh water and replenishing silt to the wetlands.
Wetlands protection isn't pork, and it certainly isn't starry-eyed environmentalism. It would correct a flawed approach to public works that stripped the coastline and endangered those living beyond it. Louisiana cannot rebuild just for the sake of rebuilding while the ground underneath disappears.

I really need to get out more often but shift work (nights all this past week) and bills slowed me down to a crawl this weekend.....I didn't do anything but stay up all night and sleep all weekend mornings....I really need to get out because I am having strange dreams aout traveling to countries where you have to use blue, yellow and red ink to log stuff down so that people won't manipulate you....It was a gambling country and there was a theory associated with gambling and manipulation....I wish Louisiana through its recovery efforts would creat plenty of 9 to five jobs or even 6 to 2 jobs for that matter--jobs with decent working hours so that I can get off working crazy hours....Sigh...I hope this time my boss remembers to turn in my time.....I didn't paid two Fridays ago....I really am going to need my money as I will be attending the International Festival this coming weekend....

LETS THINK ABOUT IT!

Dear Friends:

I went to a movie the other day and it was very thought provoking. It was dramatic and exciting and insightful. At times I almost cried because I could identify in a way with its content. It was about the power and control that governments can wield over citizens if allowed to. If you get a chance, watch it. The movie is "V" for Vendetta. There was a part where the hero stated, "People should not be afraid of their governments. Governments should be afraid of their people."

In the movie the government actually unleashes a deadly virus to bring citizens under control through fear. Sound a bit over the top? Yes, but I can see some similarity between control through fear to this recall effort. When I speak with citizens about the recall effort I’m told about their fears of reprisal. Citizens are afraid that our Governor and her administration will punish them if they participate. Many citizens work for the State and they actually have been warned not to participate. Citizens email me, but ask that I not reveal who they are because they could lose their job. Check out my letter on our Home page regarding the memo that State workers received immediately after we filed the petition to recall the Governor. This was one instance where the Governor and her administration acted swiftly. Imagine if the Governor and her administration acted that swiftly on issues that really affect citizens. Other citizens have expressed the fear that they will be denied permits to do business of they participate. I understand that these are very real concerns. But, are we the ones enabling our Governor and other elected officials to dictate how we live and take away our freedom to think and speak for ourselves? Isn’t that government ruling through fear? This reminds me of the point of the movie. Perhaps it wasn’t so far off.

Every day I wake up and face the dilemma of trying to figure out what it will take for citizens to realize we are the answer to our problems. The only time real progress is made is when citizens take a stand. Wouldn’t it be great if we sent a message that could not be ignored? This recall movement is about leadership. It is about taking a stand because it is the right thing to do. It is about empowering citizens to expect and demand competent and productive leadership in our State. We have all labored too long and too hard to be taken advantage of any longer. We elect officials to public service, not self-service. We elect officials and we can recall them. It just takes the realization that we can make a difference. Or, is it that we really don’t care? I don’t know about you, but I for one don’t believe our government needs more tax dollars to squander. How many more taxes will it take to satisfy State government? How many more fees will be raised to satisfy State government? How much is enough? At what point will it be about using our tax dollars in an economical and productive manner. Is it really more money our government officials need? Or, do we need accountable government? You be the judge.

It's the little man who is getting hurt in the process....Now I don't mind pay per download sites but ever since the crackdown on free-file sharing the little man has been getting the shaft....The music business actually profited grately from free- file sharing but as they say "You can never be too rich or too thin".....These new file sharing sites that you have to spend money on are a racket (as in money making scheme)....They run slow....You can hardly down any song but yet you have to give up money each and every month in order to keep your account....Most of the sites are loaded with tons of spyware that serve to only bog down your system resources....

Millions of parents have established paid accounts for their children to legally download songs and yet their children really have no way to communicate to their parents that the parents are being jacked for their dollars each and every month because children tend to be less-informed consumers than adults.....The system is designed to factor these types of things into play and they make a killing doing so....Just look at the toy industry...Last November my little brother bought a rubber piano for one hundred fifty bucks...I just ordered the same exact keyboard online for 30 dollars....Pathetic!!!! Why was this keyboard worth over 120 bucks more less than six months ago?!!! One man's feast is another man's famine....People are making a killing off the backs of others...I guess that is why I give a lot to charities...Phuck that "all seeing eye"!!!! This is my take on things so play on playa......:o) Everyone has to handle their business the way they "see" fit...

I know people read my weblog and just shake their heads and wonder "What will she do (or say) next??" We INFPs do have the tendency to act as though we are out of this world....Ok so in the past 12 months I have written to each and every single member of Congress, (I got the most valuable customer of the year award at the post office in my home town) the President of the United States, the Vice President of the United States and also the Governor of Louisiana....I do crazy things such as put my Governor's picture (and my sometimes wayward Senator) on postage stamps....At this moment I am probably streaming almost two gigs of music off my weblog....Since Katrina struck I have uploaded over 11 pages of songs to Audioblog....Ok....So people are mostly likely wondering what I have done that will come of as being sheer maudlin or just plain crazy.....Okay...Here is goes.....I BOUGHT A BASS BOAT....YES....I BOUGHT A BASS BOAT!!! And when I tell the average Cajun that around here they start salivating....Now what in the world am I going to do with a bass boat I haven't even a clue....I guess Go fishing....BWAHAHAHAHAHAHA!!!!! Grown Folk's Music

Children in the South know that the best way to figure grown folks out is to hang 'round grown folks....That is why they were always trying to run us off...."Children don't have NO wants" is what they used to tell us....Little did they know....Besides eating their non dairy coffee creamer when they weren't around in the kitchen, sneaking sips of their liquor embellished beverages or taking short puffs of their cigarettes when they sent us to light their cigarettes by the kitchen stove, we shole did have wants....We wanted to know what it was like to be "grown up"....And we learned a hell of a lot about our parents by listening to music that they played on their stereos as we children cleared the way for the adults to have their fun time together....We watched them as they hugged up on one another and as they bumped and grinded away to the beat of the music....We learned that the world was NOT so black and white as they would have us to believe....We learned that life consists of a lot of shades of gray and we have no one but the grown folks, that is our parents, to thank for our learning that....

People from Texas need to stay out of the kitchen trying to cook Cajun food...You just make a mess or damn near threaten to burn stuff down!!!! This is the second year in a row where you have over cooked my crawfish!!!! Boiled crawfish tails are NOT supposed to be crispy!!!! Sigh....Why did my family decide at the last minute to take the crawfish boil to Texas?!!! Sigh....

While Rita raged contract workers were hired from Texas to cook us food....Governor Blanco they gave us pinto beans instead of redbeans and rice....Like we can't tell the difference!!! You had some disgusted Cajuns down here!!!! The next night they damn near burned the kitchen down!!!! I bet those jokers were in there trying to make a roux....If'n you don't know how to make a roux stay your self outta the kitchen!!!! Cooking oil, flour and water could be considered catalysts for a WMD if you don't know how to properly put them together!!!! Stay out of the kitchen Texans when it comes to Cajun cooking and stick to what you do best--bar be que!!!!!

JACKSON, Miss. (AP) — Homeland Security Secretary Michael Chertoff said Friday that responding to major catastrophes like Hurricane Katrina will remain the primary responsibility of state and local governments.

Chertoff, during a news conference in Jackson, said the U.S. Department of Homeland Security is working closely with state and local leaders to prepare for the hurricane season that starts June 1.

However, he said, it is up to states to react in the wake of another natural disaster.

"This has traditionally been and will continue to be the responsibility of the state and local government," he said. "There's nothing we're going to do that's going to change that traditional model."

Chertoff's remarks come at a time when Mississippi Emergency Management Agency director Robert Latham and state homeland security director Ed Worthington are both planning to step down.

Gov. Haley Barbour confirmed at the news conference that Worthington, the former head of the FBI's Mississippi office, wants to pursue other business interests.

Barbour said he had not received a resignation letter from Latham, but the MEMA director told The Associated Press on Friday he plans to step down. No dates have been set for the officials' departure.

Nearly eight months after Katrina pummeled the coast, many residents are still struggling to rebuild their lives.

"We've got people in travel trailers who are going to be more at risk, you've got debris, you've got destruction and that raises a bunch of special challenges," Chertoff said. "One of the reasons I wanted to stop down here and talk to the governor was to make sure that we are fully able to support the state and the local communities in the preparation for and the execution of a plan."

Barbour echoed Chertoff's statements that the state should take the lead in responding to an emergency.

"The state has to be in charge," he said. "The idea of federalizing or militarizing the emergency response — they're against it and I'm against it."

Barbour was also critical of recent news reports in which analysts said that evacuees should have been given rental housing rather than FEMA travel trailers. Barbour has been outspoken for months that the trailers are not adequate when there is so much destruction and recovery could take years.

Much of the Mississippi coast was decimated by the storm and Barbour said 70,000 homes were destroyed.

However, he scoffed at suggestions that Mississippians should be put in rental houses in other states.

"One reason Mississippi is way ahead in our recovery and rebuilding and renewal is because 90-something percent of our people have come home," he said. "I can't think of a worse solution than to take people who live on the Mississippi Gulf Coast and put them in rental houses in Kansas City."

Chertoff's stop in Mississippi followed a visit to Mobile, Ala., where he said FEMA employees are getting better training and plans are being drafted to deploy supplies more quickly if another storm hits. He was scheduled to visit New Orleans later Friday.

With surprisingly little fanfare, the Federal Emergency Management Agency this week awarded a batch of contracts to a curious array of businesses, including some with no discernible physical presence and others whose advantaged bidding status could be at odds with the definitions the agency established last year.

At stake is some $3.6 billion in contracts to manage and dispose of the tens of thousands of trailers FEMA has strung along the storm-wounded Gulf Coast as temporary housing. The latest winners, buried Wednesday on a Web page the federal government maintains to track business opportunities, got 13 of an expected 18 contracts that will go to minority-owned corporations.

The agency's low-key revelation contains other surprises among the winning bidders, none of which FEMA officials have addressed. These include an accounting firm; out-of-state entities whose winning bids are remarkably low, given they were subject to a 30 percent markup to make them less competitive; outfits not listed on public state corporation and phone listings; and one company that a principal officer confirmed has contributed more than $160,000 to President Bush and various Republican committees since 2004.

The list stunned some vendors so far denied a piece of the action, which stems from the rebidding of four gigantic contracts FEMA let in September when Hurricane Katrina's fury had barely abated. The deals with big, multinational firms generated considerable heat for FEMA, which quickly promised to rebid them but then missed several deadlines for announcing the new contracts.

Yet in recent weeks, agency officials have loudly insisted in news releases and congressional testimony that the nearly complete process would herald an aggressive shift toward the inclusion of local, small businesses in the lucrative post-storm contracting universe.

"I hadn't looked at the list for a couple of days, and when I got online this morning and looked, I said, 'Oh, my God, look at this,' " said Kenny Edmonds, owner of River Parish RV's Inc. in LaPlace. "How can they do this?"


Guidelines ignored?

Edmonds' consternation stems from meetings in New Orleans in November at which FEMA assured locals they would receive preferential treatment in a contract sweepstakes that now includes 36 separate awards of as much as $100 million each. At those pre-bid hearings, which attracted hundreds of potential vendors, explicit guidelines were established that Edmonds and others have accused FEMA of later ignoring.

FEMA continues to remain mum about the rebidding. Agency officials were asked about the matter at a U.S. Senate subcommittee hearing Monday in New Orleans, and in phone calls and e-mail over the following three days. Despite promises that detailed answers are forthcoming, the agency so far has not provided them.

Nearly half of the awarded contracts in question cover Louisiana, with the rest slated for Texas, Mississippi and Alabama. Wednesday's updated announcement shows that six contracts have been awarded in Louisiana, three in Mississippi, and two each in Alabama and Texas. That leaves unknown the winners of five more contracts for minority and disadvantaged companies, as well as all 18 pending arrangements with small businesses. One clue to the latter group, however, was contained in a March letter FEMA sent Edmonds and other unsuccessful bidders, in which the agency indicated that at least half of the eight small businesses expected to win deals in Louisiana are out-of-state firms.

A similar uncertainty clings to the "in-state" status of two companies on Wednesday's winner's list, one of which is a politically connected Georgia firm that previously landed several post-storm contracts.

The first firm listed, for example, is SRS Inc., from Gallatin, Tenn. The second apparently out-of-state winner is MLU Services Inc., which lists an office in Baton Rouge but whose main headquarters is in Athens, Ga. The Louisiana secretary of state's corporation database shows MLU forming here on Sept. 16, 2005 -- more than two weeks after Katrina slammed into the coast -- and the database currently lists the company as, "(non-Louisiana)." As with SRS, however, it is unclear whether MLU's bid of $274,890,168 was subject to the markup.


'We get it done quick'

FEMA's pre-bid language defined in-state, small firms as ones with $30 million or less in annual sales, and as those "who regularly conducted business in the State of Louisiana prior to the disaster event."

Sen. David Vitter, R-La., assailed those definitions as overly broad, and it appears MLU may meet them. MLU's owner, Marcia Ulm in Athens, referred questions to her husband, Billy, who is overseeing operations in Louisiana for the company. Billy Ulm said the company had been active in Louisiana earlier and that the travel trailer portion of MLU does less than $30 million in sales. Overall, the company itself may be just below $30 million in sales, Ulm said, but he did not have exact figures available.

Ulm also listed six debris-removal or trailer deals on which MLU has been a subcontractor since last year's storms.

But MLU has genuine advantages, Ulm argued. For starters, he said, the company is well-versed in the work, which in this case had five-year specifications calling for monthly inspections at 6,700 trailers, the creation and staffing of a call center for trailer residents and the disposal of the trailer units.

"We get it done quick and right," Ulm said. "We'll self-perform, and we'll hire locals throughout."

The self-perform portion of the work, he argued, was particularly significant because FEMA wants at least 51 percent of these contracts to be handled by the winner, presumably to curtail the widespread practice of subcontractor layering that plagued other post-storm arrangements and drove up costs. Ulm says that some potential vendors bring no discernible expertise in travel trailer work to the table, and thus their prices are suspect -- a charge echoed by several others.

Ulm downplayed MLU's political connections. While he confirmed that the company and its principals have contributed more than $160,000 to President Bush and various Republican committees since 2004, he said they also have made contributions to some Democrats. And although MLU did employ Diane Allbaugh, wife of Joe Allbaugh, a former FEMA director and chief of staff for Bush when he was governor of Texas, that business relationship was severed last spring before Katrina was so much as a tropical depression, Ulm said.

The company enjoys its federally certified 8A status, which the Small Business Association defines as "a small business . . . unconditionally owned and controlled by one or more socially and economically disadvantaged individuals who are of good character and citizens of the United States," because Marcia Ulm is an Asian-American, he said.


Suspiciously low bids

In other areas, some of the quoted bid prices are suspiciously low, according to Edmonds of River Parishes RV's and three other unsuccessful bidders. For example, while Edmonds and some of his colleagues expressed reservations about MLU's small and in-state status, they agreed the company's bid of nearly $275 million was within range. SRS, on the other hand, with a "technically acceptable, lowest evaluated price" of $133,567,129, according to the Web page, was impossibly low, Edmonds said.

Dewayne Scott, SRS' point of contact who is in New Orleans setting up its operations, begged to differ. What's more, he said his $133 million price includes a 30 percent addition.

"I don't know the bidding methodology of the other companies, but we've been working hard on this project since last November, and we've got a lot of professionals on our team with 20 or more years of experience in the hotel industry and extended-stay projects," Scott said.

SRS has completed some 27 task orders at the Army's Fort Campbell, as well as a host of other projects for other federal military agencies, Scott said. Last year, the Small Business Administration named it the 8A contractor of the year in Tennessee, he said. SRS is partnered on the Louisiana job with Terry Land Development, a company based in Paducah, Ky., he said.

"We didn't get all this by just sitting around," he said.

The only other successful bidder under $200 million was DC Recovery Services of New Orleans, which submitted a price of $180,841,127, according to the federal Web page. That company lists an address of 6600 Plaza Drive, which was submerged for days in the post-Katrina flooding. DC Recovery officials could not be reached for comment. The company is not listed at all in the state's corporation database, and directory assistance shows 15 different corporate listings for that address but none for DC Recovery.

Davis Professional Accounting Services, the highest successful bidder on Wednesday's list at $281,779,619, also remains something of a mystery. Like DC Recovery, Davis lists an address in flood-ruined eastern New Orleans, but it has established a phone line. Calls to its principal, Corinthia Davis, were not returned, although a secretary confirmed the company is primarily a bookkeeping operation.

St. Bernard chases off former FEMA director

One St. Bernard Parish official compared it to hiring Michael Jackson to run a child care center. Others said they wanted nothing to do with the man they described as the face of the woeful federal response to Hurricane Katrina.

With such a reaction to the parish's notion to hire former FEMA director Michael Brown's consulting company to help St. Bernard's storm recovery efforts, the target of the criticism decided Wednesday to back away from the job.

"In light of all this controversy, I will continue to give them whatever help they want," Brown said by phone Wednesday while noting that he had canceled his trip to St. Bernard. "They are free to call me anytime without charge. I'm happy to do that for them."

Brown, who left the Federal Emergency Management Agency in September amid harsh criticism of his agency's performance after the devastating storm, was scheduled to meet with parish officials Thursday to discuss how he could help the parish's recovery. Reports of his job-seeking visit triggered outrage in the parish.

The criticism began last week after Parish President Henry "Junior" Rodriguez discussed a proposal to hire the former FEMA director, saying the parish could benefit from Brown's expertise.

Rodriguez and three parish council members met with Brown in Washington, D.C., when the local officials were there meeting with members of Congress about disaster assistance.

On Friday, Rodriguez said Brown agreed to meet with the whole council this week. But several council members openly opposed the proposal, creating a firestorm of bad publicity.

Brown said Wednesday he heard "some residents in the parish just said they didn't like me, and that I am the face of all the problems they had. I am sorry, and I really do want to help that parish."

Three of the parish's seven council members said they would never vote to spend money on Brown as a consultant.

"If we hired him, we would complete the cycle of insanity that hit this parish on Aug. 29," council member Judy Hoffmeister said.

"Anyone who votes for him needs to be committed," she said. "My vote would not only be 'no' but 'hell, no.' "

Councilman Mark Madary agreed.

"It would be like me asking Michael Jackson to run a child care center," Madary said. "I thought the (FEMA) response during his tenure and since his tenure has not helped St. Bernard, and I felt we were left by ourselves -- stranded. For us to bring him in now, the perception would kill us."

Flawed emergency operations threaten the entire country

The lack of preparedness and waste of tax dollars by the Federal Emergency Management Agency and the U.S. Army Corps of Engineers in hurricane-response efforts should be disturbing to the entire nation. The next disaster may not result from storm winds and flooding along the coast of the Gulf of Mexico. Catastrophic events, caused by nature or by man, can happen anywhere in the U.S. Every state should be concerned about fixing the flaws of FEMA and the Corps.
Hurricanes Katrina, Rita and Wilma tested the federal agencies and found them grossly wanting. A writer for the Times-Picayune newspaper said it well: "Testimony at a U.S. Senate subcommittee hearing Monday in New Orleans showed that, in the matter of the Katrina cleanup, taxpayers got taken to the cleaners."


This time, it is not jousting and fingerpointing between Louisiana officials and federal officials. The subcommittee chairman, Sen. Tom Coburn, R-Okla., is among those most upset over the performances of FEMA and the Corps. "I'm certain we paid too much for debris removal; I'm certain we paid way too much for blue roofs; and I'm certain trailers cost two times as much as they should have," Coburn said. He and other committee members cited pitifully inadequate or nonexistent planning by the federal agencies, a disturbing lack of contract oversight and inflexible procedures that hampered the efforts of local authorities. Huge contracts were awarded to multinational corporations who simply subcontracted the work out to others. Committee members demanded to know why the Corps and FEMA did not bypass the big companies and do their own subcontracting. Patrick Fitzgerald, the U.S. Army's auditor general, said profit margins for the big companies ran as high as 47 percent, and the layers of subcontractors sometimes ran five or six companies deep.

There has been much talk about enormous amounts of federal money allocated for hurricane relief in Louisiana - talk that adversely affects efforts to secure continued funding for ongoing post-hurricane needs. Yet a huge share of those tax dollars "earmarked" for the state went down the drain instead of into positive relief activities.
U.S. Sen. David Vitter, D-New Orleans, told the committee, "... all of those dollars are wasted, and yet they're still being counted against us."

The subcommittee hearings also revealed an unexplained increase in debris-removal prices after the signing of contracts. The Corps of Engineers could show no paperwork explaining the additional costs.

St. Tammany Parish President Kevin Davis said he negotiated debris removal prices that were as much as 50 percent lower than those established by the Corps, but Corps officials tried to force him "to cancel the contracts and go with them."

The entire nation should demand that the flawed operations of FEMA and the Corps of Engineers be fixed - before the next disaster strikes and more tax dollars are squandered.
