Dirty deeds

I am asking you God to weigh the Bush administration in the balance and if they are found wanting to smite the Bush administration with a heavy hand....Corruption is running rampant in the nation's capitol....Lobbyists are taking money from Indian tribes to the tune of 32 million dollars and at the same time are calling them "monkeys"....

Abramoff's e-mails were released by congressional investigators. They made headlines in newspapers-and made tribes angry. Abramoff mocked his American Indian clients in an e-mail to Scanlon:" The annoying losers are the only ones which have this kind of money and part with it so quickly."

His Indian clients were the "stupidest idiots in the land," he wrote. Abramoff also variously referred to tribes or their leaders as "monkeys, troglodytes and morons."

The love of money is definitely the ROOT of ALL EVIL and you wonder why some of us can actually see the vile demon spirits that exist in many players on Capitol Hill.....

The Year is 2006

2006 is fast approaching and I have to make a resolution....I have resolved to pray more... I will pray for this nation (It is under the influence of demonic powers), our U.S. Congress(Congress needs deliverance from the influence of Satan), Louisiana (That God would place a hedge of protection around the State of Louisiana and cover Louisiana with the Blood of Jesus), my Governor Kathleen Babineaux Blanco(to protect her from the Synagogue of Satan AKA Congress and to deliver her from the wiles "traps" of Satan--ie the Bush Administration and it's lies and blasphemes), my senators, my representatives (That they wil be strong and stand up for righteousness and do the right thing by louisiana and her people)....I resolve to get more rest (and not only 4 hours of sleep a night), to create more, and to try and be more organized....I am coming up with Several BLOGS....They will be "demon free zones".....

Purely Cajun without all that commercial interruption....Yes I plan to still keep and maintain this blog....I feel this blog is somewhat desecrated though with all those pictures of snarling demons and vile reptilians that I have on here...My Cajun blog will also be a "lie, spin, and deny free zone"....

I like this song by Linda Ronstadt because it sounds so festive.....Linda's eyes are soooo almond shaped like my son's....My dad's friend Margo asked my where was my "big eyed" son....I told her that he was at home and that his eyes were so big and almond shaped that when he was a baby and I used to sleep in the same room with him (me in the bed and him in his crib)...I would wake up in the middle of the night and find him looking at me with those incredible huge almond shaped eyes that it would scare the shit out of me....No joke!!!! I call him my baby Taltos.....

Somebody's Watching me revisited

Battles are lost and won in the spirit realm.....President Bush is trying to bring us under bondage to FEAR and CONDEMNATION....This week there was again a lot of spiritual activity....Around the time that it was revealed that the Bush administration was secretly spying on American citizens....One night as I was sitting in the living room mostly on the computer I could sense spirits watching me....Dark shadowy forces watching me....My son saw something dark with yellow eyes in his room amonsgt seeing the dark shadowy forces also....He came down stairs to warm him a t.v. dinner (nothing of the Cajun variety) and he said "I must be losing my mind because I keep seeing things"....I told him that he wasn't losing his mind that there are spirits (good and bad) that are sent to watch, monitor and be messengers...Angels were originally created to be messengers and scribes, guides and protectors....So the fallen ones still report--only back to Satan....Bush did say that he had a right to monitor folks didn't he??? The natural foreshadows the spiritual....God would send out scouts and spies to get a report on a certain piece of land....The same thing goes for the spiritual....God sends out his angels to monitor and proclaim messages....Trust me the fallen angels haven't lost their skills at all, only they are now the Devil's monitors.....Satan couldn't be known as the accuser of the brethern if he didn't have his demonic spirits spying on us after all Satan is not omnipresent or even omnipotent like God ("Have you considered my servant Job"---God)

He did. Clinton set up a special section at the Dept of Justice and assigned a special prosecutor to investigate terrorism.

A man by the name of Patrict Fitzgerald. The nation's top terrorist prosector. The man who convicted Bin Laden.

They were tracking the charity money going to terrorist... Because if you trace the money it leads to the perps. Fitzgerald already had a conviction, but they could not get to Bin Laden because he moved to Afganistan.

So Clinton put agents on him... Waiting for him to come out... You don't invade a country for one man. When terrorism started inflaming and organizing, Clinton tried surgical strikes on their camps.

When Clinton left office, he TOLD the Bush adminstration to WATCH FOR BIN LADEN

You know what Bush did? He assigned new people to the Dept of Justice, Fitzgerald was sent to Chicago and taken off the case.

Bin Laden got thru because BUSH DROPPED THE BALL WHEN HE WAS WARNED!!!!

Bush was in charge. The grace period of 100 days given to new Presidents to settle into office was long past. 9-11 was a Bush failure that cost 3000 innocent American lives.

1) Failure of Intelligence
2) Failure of border control
3) Failure in providing first responders

Bush failed. These failures are chronic in nature and were repeated in the Katrina disaster and in the Iraq war. Bush is irresponsible with American lives.

I am not obligated to owe him anything!!! I have been divorced since 1999 from my ex-husband but yet he acts like he can't go on and live his damn life....Last night I was showing him some pictures of our cruise and he didn't even appear interested....Now he will watch the HELL out of television....He dominated the television and always have....And when he has something to say he wants your undivided attention even if you start to ask yourself "What the hell is he talking about?!!" He'll still talk and talk....Last night I thought to myself "Why in the world did I even marry this guy??" as we have little in common... He acts as though he doesn't care for my dog but Sadie is a female dog and she is naturally going to be attracted to the opposite sex even if they are human....But yet when we were married we had to deal with going to his dad's house in San Antonio with an almost 200 pound dog living in the house and the floors covered with dog hair from the dog's shedding....My ex and I have always has absolutely little in common....I think he is more infaturated with Black (female) bodies than he is with trying to get to know Black culture and as we both come from cultures where culture is a do or die thing it has always been a battle of wills to say the least....

Hispanic males have a great deal of machismo to them and so it is quite natural for him to try and dominate culture by unilaterally imposing his culture on the family ....No so here....That won't even fly with me....Don't try and save me (from my culture)...In the end I just might be the one "saving" your ass!!!! I happen to LOVE my CAJUN/Creole culture immensely and I don't need anyone trying to impose their's on me.....So he sulks and acts bitter just like his dad does towards their mother.....But he just doesn't realize that we have always had very little in common even today....I am rejoicing because even though in the beginning Gerald and I fought like two onery gators fighting for the prized piece of swamp, we have come a long way in our relationship....He has made much progress with a lot of things that he had let become obstacles....My fantasy when I was young was to live in Lafayette (even today that feeling is quite strong when I am in the area) and to listen to Cajun/Zydeco music on the radio in my kitchen while I cook for my petite Ya-Yas who would have wonderful Cajun French last names....How I even got down the road that I've traveled down I'll probably never know....But sad to say, marrying my ex-husband is still my only regret....

The Big Easy

Who ever first coined the term "Big easy" to describe New Orleans should be punched three times squarely in the face....New Orleans went from being named the "Crescent City" to being called "the Big Easy" to its peril!!! Words have power folks....We do have the ability to speak things into existence ("calling things that be NOT as though they WERE"; "The power of LIFE and DEATH is in the tongue")....Like it or NOT certain sections of New Orleans WILL have to be re-built higher!!!! The levee boards need to be consolidated Governor Blanco!!!! Let's renew a "right spirit" in New Orleans....I have always hated that term "Big Easy"....In fact it sounds very vulgar and profane to me....This is why New Orleans gets a bad rap (so that many want to see it simply "washed away") when there is nothing truly wrong with the city that could not be fixed by breaking "strong holds"....Quit trashing New Orleans!!!!

Things to ponder: Is The Who singing in one of their songs "Who are you??" or "New Orleans"?? Now how many people besides me thought The Who was saying "New Orleans" instead of "Who are You" in that song??? I am going to stick musicians and songs I can easily relate to such a Toto(featuring my homeboy Bobby Kimball) and my homegirl Marcia Ball....

Does N.O. Mayor Ray Nagin realize that many of his words ring prophetic??

NEW ORLEANS, Louisiana (CNN) -- As his city skidded deeper into chaos, New Orleans' embattled mayor accused federal officials of dragging their feet while people are dying in deplorable conditions.

Mayor Ray Nagin's voice cracked with anger and anguish Thursday night in an interview with New Orleans radio station WWL-AM. (Hear the mayor tell feds to 'get off their asses' -- 12:09.)

"We're getting reports and calls that [are] breaking my heart from people saying, 'I've been in my attic. I can't take it anymore. The water is up to my neck. I don't think I can hold out.' And that's happening as we speak." (Transcript of radio interview with Nagin)

Nagin said the time has long passed for federal authorities to act on their promises.

"You mean to tell me that a place where you probably have thousands of people that have died and thousands more that are dying every day, that we can't figure out a way to authorize the resources that we need? Come on man," he said.

"I need reinforcements," he pleaded. "I need troops, man. I need 500 buses, man. This is a national disaster. (Hear Nagin's angry demand for more troops -- 1:00)

"I've talked directly with the president," he said. "I've talked to the head of the homeland security. I've talked to everybody under the sun."

After scheduled visits to devastated areas in Alabama and Mississippi, President Bush was expected to fly over the hurricane-ravaged city on Friday.

As he left the White House, Bush said, "The results are not acceptable. I'm headed down there right now."

He said he was "looking forward" to thanking people involved in disaster-relief efforts and assuring victims that short-term and long-term help is on the way.

Homeland Security Secretary Michael Chertoff said Thursday that he thinks the Federal Emergency Management Agency and other federal agencies have done a "magnificent job" under difficult circumstances, citing their "courage" and "ingenuity."

Insisting that aid is coming as fast as possible, Chertoff said, "You can't fly helicopters in a hurricane. You can't drive trucks in a hurricane."

FEMA Director Michael Brown told CNN on Friday, "My heart breaks. What we're doing, we're ramping up." (See video of CNN asking why FEMA is clueless about conditions -- 2:11 )

Louisiana Gov. Kathleen Blanco said she hoped the amount of needed aid would begin arriving Friday.

"I'm not going to stand here and play the blame game," Blanco said. "We have a problem. Let's get to the problem."

The tempers of those waiting for food, water and relief from relentless heat continued to boil Friday as they waited for help to arrive, some in shocking conditions that were only getting worse. At least one large explosion rocked the city early Friday.

In the radio interview, Nagin's frustration was palpable.

"I've been out there man. I flew in these helicopters, been in the crowds talking to people crying, don't know where their relatives are. I've done it all man, and I'll tell you man, I keep hearing that it's coming. This is coming, that is coming. And my answer to that today is BS, where is the beef? Because there is no beef in this city. "

Nagin said, "Get every Greyhound bus in the country and get them moving."

Nagin called for a moratorium on press conferences "until the resources are in this city."

"They're feeding the people a line of bull, and they are spinning and people are dying," he said.

"I don't know whether it's the governor's problem, or it's the president's problem, but somebody needs to get ... on a plane and sit down, the two of them, and figure this out right now," Nagin said.

"They thinking small, man, and this is a major, major deal," he said.

"Get off your asses and let's do something."

The mayor said except for a few "knuckleheads," the looting is the result of desperate people just trying to find food and water to survive.

Nagin blamed the outbreak of crime and violence on drug addicts who are cut off from their drug supplies and wandering the city "looking to take the edge off their jones."

Nagin is in his first term as mayor. He was sworn in May 2002. A Democrat, he was a popular reform candidate who promised to clean up the city's political corruption. He's a former cable company executive.

Dear Congressman Jeff Miller,

My name is Sharon X. Xxxxxxx and I reside in the Great State of Louisiana. I am in no way your constituent but as a United States Army veteran and a citizen of this Great nation, I had to indeed inform you that I have ought with you Congressman Jeff Miller. Congressman Miller I am quite alarmed with your choice of words pertaining to the hurricane Katrina catastrophe. In my consideration your choice of words border on being blasphemous. Congressman Jeff Miller you know good and well that what you stated is NOT true. 1,100 people from New Orleans did not all die within a 24 hour time span. You Congress folks are starting to anger me because many of you are taking your calling in vain. You all can't even see that you have been summoned before God's throne of judgement. I hope that you don't really believe the words that came out of your mouth Congressman Miller but yet you can't rescind them. Why does Congress feel that it has a license to take liberties with the truth??? Function where you have the unction Congressional members. "Fulfill your calling or find another line of work." If you want to play "doctor" then go somewhere and play doctor and don't try to lead the nation and play doctor on the side. What is wrong with you members of Congress??? You were chosen by the people and by God. You were called "out" from amongst the nation's peoples. Every idle word and every idle deed will be weighed in the balance Congress. If you were NOT truly called then please step down or resign. Consider your words below Congressman Jeff Miller.

Rep. Jeff Miller, R-Fla., said Blanco's explanation was "a story that's not acceptable because 1,100 people is one half of the men and women we have lost in Operation Iraqi Freedom."

"You lost that many on one day," Miller said.

It was a catastrophe Congressman Miller and NOT a massacre or a Holocaust. To even suggest or imply that Louisiana's government officials and the residents of the state of Louisiana deliberately set out to murder over a thousand of its citizens and not doing anything to save lives borders on being of a reprobatious mind. I'd ask you to consider in NOT entertaining your dark side Congressman Miller. To even equate Louisiana's hurricane Katrina tragedy with the casualities of war is utterly preposterous Congressman Miller. They are without comparison. I would ask you to next time consider your words as words indeed do have power and we do have the ability to speak things into existence Congressman Miller. Again, please consider every word that is spoken forth out of your mouth. Words do have the power to bring forth life and also death. Louisiana and "her children" have already been shaken down to her very foundation and we don't need anyone pronouncing a sentence of condemnation upon us. Louisiana is NOT "dysfunctional" as some of you Congressional members might think. Thank you for your time and consideration.

Last month, Republican Congressional leaders filed into the Oval Office to meet with President George W. Bush and talk about renewing the controversial USA Patriot Act.

Several provisions of the act, passed in the shell shocked period immediately following the 9/11 terrorist attacks, caused enough anger that liberal groups like the American Civil Liberties Union had joined forces with prominent conservatives like Phyllis Schlafly and Bob Barr to oppose renewal.

GOP leaders told Bush that his hardcore push to renew the more onerous provisions of the act could further alienate conservatives still mad at the President from his botched attempt to nominate White House Counsel Harriet Miers to the Supreme Court.

“I don’t give a goddamn,� Bush retorted. “I’m the President and the Commander-in-Chief. Do it my way.�

“Mr. President,� one aide in the meeting said. “There is a valid case that the provisions in this law undermine the Constitution.�

“Stop throwing the Constitution in my face,� Bush screamed back. “It’s just a goddamned piece of paper!�

I’ve talked to three people present for the meeting that day and they all confirm that the President of the United States called the Constitution “a goddamned piece of paper.�

And, to the Bush Administration, the Constitution of the United States is little more than toilet paper stained from all the shit that this group of power-mad despots have dumped on the freedoms that “goddamned piece of paper� used to guarantee.

A Story Louisiana Can relate to

Everything starts off small and it builds upon itself (example strife, division, faith, love)....

The story is told about a little Dutch boy who noticed a leak in the city levee. He immediately put his chubby little finger into the hole in the levee in order to keep the sea water from beaking through and flooding the city. He shouted for help, but no one heard him. But he was resolved to stay until help arrived. Evening turned to night and the night turned cold. His whole hand became numb, but still he plugged the hole. All night long he remained there, fighting back the ocean water alone. He could have abandoned his post, rationalizing that a minor leak wouldn't hurt anything. But small leaks will soon will soon become catastrophes if left unattended. Passing by the next morning a clergyman heard the boy groaning, realized his plight and called for help, sparing the city from certain disaster. For Christians this children's tale teaches the eternal truth that even the smallest compromise in our lives must be plugged in order to avoid further compromise.

My French teacher (B. Mounier from Ville Platte) in high school used to get so frustrated with me....She used to tell me that I could do all the hard stuff but it was the simple stuff that perplexes me.....I bought a pair of wireless headphones for 63 bucks and yet I can't figure out how to charge my re-chargeable batteries that I had to go out and get some regular battries....I pondered this matter all day and night yesterday only to find out one of my problems was that I had inserted one of the three batteries in wrong....AND I CAN'T FIGURE OUT WHERE I PUT MY INSTRUCTION BOOKLET....YES I KEEP ALL MY INSTRUCTION BOOKLETS FOR EVERYTHING....That just drives my boyfriend crazy...I really need to get a big binder and organize my booklets....I even have booklets for pots that I bought...LOL....Like I say I can describe to you the Beta-Lactam ring or the benzene ring so accurately that it would bring tears to your eyes (as I did bring tears to one of my lab instructors eyes back in 1999) but yet I am having trouble with plugging in a darn wire and inserting batteries to power a headphone set....Sigh.....

Under no circumstances shall any politicians butt into this case. I don't care how many fundamentalist votes they're trying to scrounge for their run for the presidency in 2008, it is my wish that they play politics with someone else's life and leave me alone to die in peace.

I couldn't care less if a hundred religious zealots send e-mails to legislators in which they pretend to care about me. I don't know these people, and I certainly haven't authorized them to preach and/or crusade on my behalf. They should mind their own damn business, too.

If any of my family goes against my wishes and turns my case into a political cause, I hereby promise to come back from the grave and make his or her existence a living hell.

Bush advisor to reporter: Katrina "has fallen so far off the radar screen, you can't find it." This according to Washington Post reporter Mike Allen yesterday on "Meet the Press".

This unnamed shitbag is lucky he didn't say this in front of a New Orleanian, because if he had he might not have gotten out of the hospital for a long, long time.

The outrage is building to a level of overload such that I have never experienced in my life. This president is about to kill a major American city. MY city.

Call the White House today. If you've already called them, call them again. Call your senators and congresspersons. If you've already called them, call them again.

We are about to lose New Orleans. An editorial in the New York Times warns its readers what New Orleanians already know: the city is being murdered as we speak by Bush administration and congressional neglect.

We are about to lose New Orleans. Whether it is a conscious plan to let the city rot until no one is willing to move back or honest paralysis over difficult questions, the moment is upon us when a major American city will die, leaving nothing but a few shells for tourists to visit like a museum.

We said this wouldn't happen. President Bush said it wouldn't happen. He stood in Jackson Square and said, "There is no way to imagine America without New Orleans." But it has been over three months since Hurricane Katrina struck and the city is in complete shambles.

There are many unanswered questions that will take years to work out, but one is make-or-break and needs to be dealt with immediately. It all boils down to the levee system. People will clear garbage, live in tents, work their fingers to the bone to reclaim homes and lives, but not if they don't believe they will be protected by more than patches to the same old system that failed during the deadly storm. Homeowners, businesses and insurance companies all need a commitment before they will stake their futures on the city.

At this moment the reconstruction is a rudderless ship. There is no effective leadership that we can identify. How many people could even name the president's liaison for the reconstruction effort, Donald Powell? Lawmakers need to understand that for New Orleans the words "pending in Congress" are a death warrant requiring no signature.

The rumbling from Washington that the proposed cost of better levees is too much has grown louder. Pretending we are going to do the necessary work eventually, while stalling until the next hurricane season is upon us, is dishonest and cowardly. Unless some clear, quick commitments are made, the displaced will have no choice but to sink roots in the alien communities where they landed.

The price tag for protection against a Category 5 hurricane, which would involve not just stronger and higher levees but also new drainage canals and environmental restoration, would very likely run to well over $32 billion. That is a lot of money. But that starting point represents just 1.2 percent of this year's estimated $2.6 trillion in federal spending, which actually overstates the case, since the cost would be spread over many years.

And it is barely one-third the cost of the $95 billion in tax cuts passed just last week by the House of Representatives.

Total allocations for the wars in Iraq and Afghanistan and the war on terror have topped $300 billion. All that money has been appropriated as the cost of protecting the nation from terrorist attacks. But what was the worst possible case we fought to prevent?

Losing a major American city.

Why the fuck is this president so much more interested in rebuilding Iraq than in rebuilding New Orleans? Because 77% of them didn't vote for him? Because it's predominantly black? Because it's a "city of sin"? Why are they balking at spending $32 billion to protect a major American city from further destruction while they seem to have had no trouble passing four tax cuts in the last week that totalled $95 billion?


Hope this helps. I was thinking about something like this, but a bunch of Lakeview residents of course thought of it already.

A full page ad designed by a group of Lakeview residents will run in the Capitol Hill newspaper Roll Call.

The piece is titled, "A message from homeless New Orleanians" and is designed to impress upon lawmakers in Washington DC that residents from all over the New Orleans area want to return to their homes.

Several Lakeview residents came up with the idea last month while chatting online. Within two weeks the group raised more than $10,000 required to pay for the ad. Cherie Franz said the Lakeview group wants members of congress to know that the future of the city is in their hands.

"I'd like to explain the fact that we're not complaining. We just want to raise awareness and make sure that the promises made by our president in front of the cathedral are going to be honored," Franz said.

The ad will run sometime this week.

If the ad doesn't work, then perhaps a large club upside their heads ...

Rename the storm: Katrina USACOE. Jarvis DeBerry writes in the Times-Picayune.

We know things the rest of the country does not. We know that we lost our homes because of human incompetence and gross negligence. We know that had the floodwalls done what they were designed to do, most of us would never have flooded. We know that the federal government is culpable.

The rest of the country knows there was a hurricane named Katrina.

The name will be never be used for another storm, but I say we stop using it even to explain the destruction that we still see before us.

If we must use a name, the obvious choice is USACOE, an acronym that obviously stands for the U.S. Army Corps of Engineers.

USACOE wasn't malicious. I'll give them that. Just bumbling. But malice isn't always required. People entrusted their lives to the structural integrity of the floodwalls. Those walls turned out to be flimsy.

Some people will argue that the flimsiness of those walls would not have been made evident without Hurricane Katrina, and that therefore the hurricane itself, and not USACOE, deserves the blame. Don't fall for that line of reasoning. It's faulty. If I buy a new car, get cut off in traffic and slam on brakes that don't work, I'm more upset at the automaker than I am at the jerk who cut me off. Aren't you?

Katrina raged, but not so fiercely that we should have been drowned. USACOE sold us a bill of goods. USACOE said, "Hey, trusting public, this here model floodwall is the top of the line. Safe and reliable. You can depend on its safety features. Winds may reach 130 mph, and it will still hold back the water. Believe me. It won't fail."

On Aug. 29, the maximum sustained winds in New Orleans measured 105 mph. USACOE's floodwalls fell apart. We're supposed to blame Katrina for that?

As long as we talk about what happened here as a weather event, some outsiders will view our situation as doomed. So let's not say Katrina did this.

Canal dredging doomed New Orleans. More depressing news ... and this time it wasn't the Army Corps of Engineers, it was the Sewerage & Water Board, Orleans and Jefferson levee boards. The dredging of the 17th Street Canal in the early 1980s contributed to the failure of the levee.

Holy Cross School's campus: 1879-2006. And the final blow of bad news in the last few days ... my high school, although it will reopen in January with about 60% of its previous student body, will abandon its 126-yeaer-old campus in the Lower Ninth Ward as of the fall 2006 semester and seek a new campus elsewhere in Orleans or Jefferson.

This represents a possible death knell for the Lower Ninth, as that school was the cornerstone of the neighborhod, not to mention the loss of all that history on that campus where I spent five years, starting in the 8th grade.

I can't even think about this.

BATON ROUGE -- The 82nd Airborne is "trained to deploy anywhere, at any time, to fight upon arrival and to win," according to the mission statement of the famous Army division based at Fort Bragg, N.C.

It's a force capable of launching a strategic mission into any area of the world with 18 hours of notification, so the question for many people is why it took President Bush five days to order the 82nd on the ground to deal with the lawlessness and human suffering that spread across New Orleans right after Hurricane Katrina.

The implications are politically charged. Was Gov. Kathleen Blanco too flustered and overwhelmed by the situation to communicate effectively with President Bush? Or was the White House more focused on political maneuvering than helping the citizens of New Orleans?

Blanco will face the controversy on a national stage Wednesday when she testifies before a congressional committee investigating the government's preparation and response to Katrina. Her appearance is preceded by her administration's recent release of thousands of documents, including e-mail messages, reports and hand-scribbled notes, that were requested by House and Senate panels.

In her 16-page overview of those documents, no topicconsumes the governor more than the policy decision of bringing federal troops such as the 82nd Airborne into New Orleans to supplement National Guard units.

The documents show that the White House delayed its decision to deploy federal troops while it pressured the nation's senior National Guard official to persuade Blanco to accept the president's hand-picked commander to run the entire response effort.

The records also reveal a Democratic administration in Baton Rouge seized with anxiety that the media, swayed by a Republican spin machine, would make it appear that the relief effort would improve overnight if the president took control, and that Blanco was dragging her feet to invite federal help.

"The (White House) spin is that this (is) state and local fault," Blanco Chief of Staff Andy Kopplin e-mailed to Blanco's top aides on Sept. 4.

Any paranoia that Blanco officials might have had about a GOP agenda was fed by phone calls and e-mail messages from national media and other sources. For example, an ABC News reporter wrote Blanco's press secretary, "2 senior GOP aides have called me to suggest we should be focusing more blame on Governor Blanco." A New York Times reporter wrote an e-mail message saying, "Several officials in Washington are asserting that the Federal Government should have assumed control of the overall operation . . . As it would have meant, they suggested, better coordination of the response."

An e-mail message between Blanco aides said a prominent New Orleans banker "called . . . this morning and has it on very good authority that (White House strategist) Karl Rove is directing effort to put blame on kbb (governor) for mess saying that the reason feds not on ground sooner was that she refused to give up her authority."

Guard poised to act

Most of Louisiana's National Guard forces were on duty in Iraq and Afghanistan in late August. But nearly all of the remaining 5,700 National Guard members from Louisiana were in place and ready to respond when the storm hit Aug. 29.

Four times that number from other states arrived during the week in the largest coordinated multistate mobilization of guardsmen in the nation's history. Some states sent their Guard units even before the legal paperwork had been completed to officially release them.

All Guard forces remained under the control of Blanco through her chosen adjutant general, Maj. Gen. Bennett Landreneau.

During the first days, Coast Guard, Army, Navy and Air Force units contributed much to the rescue and supply missions, but no regular Army ground troops were sent until Sept. 3. On that day, President Bush signed an order giving the Army's 82nd Airborne and 1st Cavalry divisions and Marine units 72 hours to deploy in southeast Louisiana.

The federal troops arrived in substantial numbers Sept. 5, a week after the storm, all under the control of Lt. Gen. Russel Honore, a Lakeland native who commands Joint Task Force Katrina, the federal forces responding in three states.

In the end, Landreneau and Honore held a joint command, which basically meant they kept control of their respective forces and coordinated their efforts.

Normally, when a state faces a disaster, it first turns to its National Guard, which can conduct relief and law enforcement actions. The president can contribute forces through the Department of Defense, and he may "federalize" an entire response operation and put his own commander in charge of both federal and state National Guard units.

Generally, the law prohibits federal military forces from acting as police on American soil, even during a disaster. If federalized, guardsmen in most circumstances also would be prohibited from conducting law enforcement.

Documents and interviews show that Blanco wanted to avoid conceding her authority, and during the week she argued that a federalization of all military units would compromise her ability to keep law and order.

The White House has made minimal comment about what Bush officials were thinking that week, but the goal was to name a single commander.

"We were actively trying to find a solution with state officials to bring federal troops as quickly as possible and under a single chain of command," said Jeanie Mamo, White House spokeswoman.

A vague pronouncement?

On the day Katrina hit, Blanco told the president by phone, "We need everything you've got," according to the governor's overview. She has not contended that she said anything more specific, and her staff cannot point to any documents demonstrating she requested federal troop deployments that day.

A Bush administration official said Blanco did not ask for federal troops on Aug. 29.

Blanco spokeswoman Denise Bottcher said the need was obvious from the start, and that federal officials including FEMA chief Michael Brown were with the governor and knew the extent of the catastrophe, and simply failed to communicate that up the ladder.

On Aug. 30, Blanco made two trips to the Superdome, which had become an understaffed and poorly supplied evacuation center with no power or running water. Even though the Dome was surrounded by floodwaters, the refugee population was still growing. Meanwhile, thousands of people in St. Bernard and the Lower 9th Ward sought high ground on levees or rooftops. With National Guard units focused on urgent search, rescue and law enforcement action, Blanco said she asked Landreneau to request federal troops to help with evacuations.

In an interview last week, Landreneau said he spoke that evening with Honore. He said he specifically requested a division of federal ground forces, in particular to evacuate stranded people from the city. He said he also called Lt. Gen. Steven Blum, chief of the National Guard Bureau, to ask for help in getting Guard troops from other states.

Asked whether the response would have been more effective if federal troops had arrived more quickly, Landreneau said, "We would like to have seen that a little quicker, too. I can't respond to your question about why they didn't come any sooner."

Honore did not respond to interview requests.

More delays

On the morning of Aug. 31, Blanco was awaiting a television interview when she whispered a comment to Bottcher, saying she should have requested troops earlier. The comment was picked up off-air and cited as an admission by Blanco that she was tardy in her request for ground troops.

Bottcher said the comment was taken out of context.

That same day, Honore showed up at the state's emergency command center in Baton Rouge with only a small support staff, stumping Blanco, who assumed he was coming with a load of federal troops, according to the governor's overview.

"The evacuation must be conducted by National Guard troops, as the federal contingent has not arrived," the overview says.

That afternoon, another ingredient was added to the political mix of the federal troops issue. At the state command center, Sen. David Vitter, R-La., told Blanco's executive counsel, Terry Ryder, that he had spoken by phone with White House strategist Karl Rove about the potential troop deployments and whether the Bush administration should federalize the storm response.

Vitter recently said he was not a go-between offering a deal to Blanco, and several governor's aides last week also said they did not consider the senator a liaison from the White House. But the mention of Rove, a shrewd and aggressive molder of public opinion, was a red flag. Blanco aides feared his involvement meant the federalization issue had become a political flash point, as internal memos indicated that week. At one point a memo from Kopplin said, "Rove is on the prowl."

In a recent interview, Vitter said he saw the urgent need for the "double spigot" of federal as well as Guard troops and that the arguments over command structure were "academic," given the human suffering taking place.

He said he found fault with both sides, with Blanco sending unclear messages about what she wanted and Bush being overly sensitive about overstepping the governor's authority.

"I was very frustrated," Vitter said. The dispute over authority "clearly was holding this up."

In reaction to Vitter's message, Blanco called Bush at 2:20 p.m. to say she wanted a federal troop mobilization "today" and asked that someone communicate to her when the soldiers would arrive, according to Ryder's notes as he listened to the conversation. The governor specifically said she was not requesting federalization. There are no notes indicating Bush's response.

Suspicious of White House

Meanwhile, the White House, Pentagon and Department of Justice were weighing the legal options for various methods of placing federal troops in Louisiana. A senior Justice official said the agency provided legal consultation on federalizing the relief and law enforcement efforts late in the week.

On Sept. 1, three days after Katrina, U.S. District Attorney Jim Letten appeared at the state command center and spoke with Bottcher. While on the phone with the U.S. attorney general's office, Letten asked Bottcher for specifics about the troop deployments the governor wanted, Bottcher later said. Blanco officials interpreted this as further evidence the White House was bent on federalizing the relief operation.

Letten would not comment for this report.

Well into the evening, Ryder and other Blanco officials talked to military brass about the consequences of federalizing, with most officers advising the governor to maintain control over her Guard troops.

Among the most important recommendations was the one by Blum, the National Guard Bureau chief, who said the governor had nothing to gain by federalizing her Guard, according to Ryder's notes. Besides, massive numbers of Guard units now were flowing in quickly from other states, Blum pointed out.

By this time, Blanco officials and political strategists were conversing about the potential public relations consequences of the delayed federal response.

"By the weekend, the Bush administration will have a full-blown PR disaster/scandal on their hands because of the late response to needs in New Orleans," according to a Sept. 1 e-mail message sent by Blanco communications director Bob Mann. He attributed the observation to former President Clinton's press secretary Mike McCurry.

Kopplin advised the Blanco staff by e-mail that "we need to keep working to get our national surrogates to explain the facts." The chief of staff for Virginia's Democratic Gov. Mark Warner sent Kopplin an e-mail message with arguments and talking points against Guard federalization. And the communications director for the Democratic Governors Association sought to rally sympathetic governors with the message, "The states will help Louisiana, but where is the federal government?"

A furious Nagin

The morning of Sept. 2, Bush met with Blanco in New Orleans aboard Air Force One, and to some in attendance it appeared the denouement of the federal troops story had finally come. Instead, the meeting produced more controversy and no immediate decision.

Among those present were New Orleans Mayor Ray Nagin, both Louisiana senators, two congressmen, military officers and Bush Chief of Staff Andy Card.

Vitter and Nagin pressed for resolution on the troop deployments. At the mayor's urging, the president and governor moved to another section of the plane and talked privately for about a half hour, with Card present, according to interviews and reports from people there.

After the session with Blanco, the president invited Nagin into his office and told the mayor that he was "ready to move today" on the troop deployments and had offered two command options to Blanco, Nagin said. The mayor did not identify the options. However, the president said Blanco wanted 24 hours to make a decision, according to Nagin, who later roasted the governor in national TV interviews for the delay.

"It would have been great if we could have left Air Force One, walked outside, and told the world that we had this all worked out," Nagin told an interviewer. "It didn't happen, and more people died."

Some Blanco officials saw the Nagin critique as a veiled attack by the president.

"What have we done to counter Bush claim that gov delayed relief because she needed 24 hrs to make some decision?" reads an internal e-mail message by a Blanco administration official.

The governor's overview says that during the Air Force One meeting, the president asked Blanco to put her Guard troops under control of a general appointed by the Department of Defense, presumably Honore. In response, although she made the case to keep her adjutant general in charge, she didn't say no.

"Out of respect for the President, Gov. Blanco agrees that she would talk to Gen. Landreneau and her executive counsel and review the President's reorganization proposal," the overview says.

Blanco's internal documents would later call Bush's proposal a "paper reorganization." Still, according to Blanco's overview, she left Air Force One under the impression that Bush's anticipated order for federal troops in no way depended on the chain of command structure.

If she truly believed that, then it is no wonder her staff was so surprised by what happened around midnight.

'Rove is on the prowl'

More than any other event that week, the "midnight memo" dramatically elevated the Blanco team's sense of a political assault from Washington.

Drafted by the White House, a letter prepared for the governor's signature came across the fax machine at the state's Emergency Operations Center at 11:20 p.m. on Sept. 2, four and a half days after Katrina struck New Orleans.

At that time, the governor was awakened by calls from Card and Blum to discuss a new proposal. Her top staff spent the night poring over an attached draft memorandum of understanding, also prepared by the White House, that would have triggered the long-awaited deployment of regular Army troops to the region.

But Blanco aides were deeply suspicious.

"Please call my cell asap. Rove is on the prowl," Kopplin warns Mann in a 3:45 a.m. e-mail.

The agreement would have let President Bush place Honore over the entire hurricane response operation, including National Guard units in Louisiana overseen by the governor. But the offer had a twist: Honore would take a dual-hat command, meaning he would answer to Bush on matters related to the federal troops while answering to Blanco on matters related to the Guard.

If the commander encountered a conflict in orders between his two superiors, he would defer to his "federal mission" the president -- while judges deliberated over which order to follow.

"Mr. President, these actions are essential to ensure unity of effort and a fully coordinated state and Federal response to this extraordinary disaster," stated the draft letter.

Blanco aides were clearly alarmed that Blum had called to endorse the idea, because it seemed that after a visit to the White House he had changed his mind from earlier in the week.

In Ryder's notes from a phone call with Blum the next day, the National Guard chief told Ryder he was "under political duress" to endorse the midnight memo and was sorry about the late-night call.

"I apologize for an absolute goat screwing," Blum said, according to Ryder's notes.

A National Guard spokesman said Blum would not be available for comment until later this week.

Death amid inaction

Blanco's top aides said the memo was unexpected and unwanted, and the governor refused to sign it. Though the situation in New Orleans remained grim, crime and the evacuations had come under control, and the crisis had turned a corner. A Bush takeover at that point could have played a huge political trump card for the president.

The morning of Sept. 3, Blanco faxed back a letter of her own to the White House, making an innocuous point that it was OK with her if Bush put Honore in charge of federal forces, which was already the case.

At 8:56 a.m., Blanco called the White House and reached Card, who said the president was headed to the Rose Garden to announce the federal troop deployments. Under Bush's order that morning, Blanco and Landreneau would keep authority over the Guard, and the president and Honore would rule federal forces in the region.

It was the same point they had started with when Landreneau had called Honore four days earlier asking for help.

But by this time, many people had died, or had lived through frightful and inhumane conditions waiting to be rescued or bused out. By the end of the day, the Superdome and convention center would be evacuated.

By Monday, with nearly 20,000 National Guard members already in place, about 1,800 troops with the 82nd Airborne Division arrived in New Orleans. The Army eventually sent about 7,000. They were heartily welcomed and for several weeks until they left, they served an important role in the relief effort.
